Is this okay?

Yesterday I bid on an item, and there was one other bid on it. I went to bed, but I was kind of determined to win the item. When I woke up, the two bids had been deleted and the seller had "relisted" the item, but actually had clearly received an offer because the auction ended and the "sales" price was 1500 USD. Is this okay? There was no buy it now, no reserve and no notification from the seller or Ebay. I thought this was illegal.
